IFPI welcomes Operation LUMEN across Latin America

A coordinated initiative brings authorities in five Latin American countries together to disrupt copyright infringement and malware distribution.

23 September 2026

Authorities in five Latin American countries have joined a coordinated campaign against websites linked to stream ripping and malicious online activity. Announced on 23 September 2026, Operation LUMEN is led by Peru’s intellectual-property authority, INDECOPI, with participating agencies in Paraguay, Brazil, the Dominican Republic and Ecuador. IFPI welcomed the operation as a cross-border effort to protect both recorded music and listeners.

What the operation targets

The campaign calls on internet service providers in the participating countries to block identified domains. According to IFPI, the target list covers 317 sites, with 44 associated with malware distribution or other malicious activity. The organisation says the domains collectively averaged 15 million visits a month over the preceding year. These figures describe the targeted services, not a measured reduction in piracy following the operation.

The enforcement approach matters because the same services can operate across national boundaries. Coordinating action across several markets is intended to make access harder at a regional level, rather than relying on an isolated response in one country.

Rights protection and listener safety

For the music business, LUMEN connects two concerns that are often discussed separately: unauthorised access to recordings and the security risks of the websites providing it. IFPI’s account presents blocking as a way to reduce exposure to both.

The announcement marks the start of the coordinated action, not proof of its long-term effectiveness. The important questions now are whether the blocks remain effective, whether users move towards licensed services and how authorities respond when infringing operators change domains. No post-operation results were included in the announcement.
